The recast Energy Performance of Buildings Directive entered into force on 28 May 2024. It obliges every member state to drive its building stock to zero emissions by 2050, with hard intermediate deadlines: minimum energy performance standards from 2030, zero-emission new builds from 2028 for public buildings and 2030 for all, mandatory building automation, solar obligations, renovation passports and rescaled energy performance certificates.
Member states had to transpose it by 29 May 2026. On 15 July 2026 the Commission opened infringement procedures against all 27. National frameworks are landing late and unevenly, which increases buyer urgency: the EU-level deadlines are fixed, and multi-year renovation and instrumentation programmes cannot wait for national clarity.
