Verifies the Article 13 duties: BACS presence and capability at the 290 kW threshold now and 70 kW by end 2029, the four required capabilities (continuous monitoring and logging, benchmarking, fault detection with alerts, interoperability), EN ISO 52120-1 class assessment, self-regulating room temperature and hydronic balancing checklists. On top: always-on fault detection and diagnostics, setpoint and schedule optimisation with human approval, and continuous-commissioning evidence.
